Any deals out there for a card in that performance range, preferably without a rebate? I do have a Microcenter near me if they have anything.

For that range you're probably looking at an RX 580 or the new 1650 Super. I don't see any deals below about $160 without a rebate. With a rebate there's this:

Agree. Decided I needed to wait until the 5500 is released and see how disruptive that is. Pretty sure that's why all the 570's are on sale. Thanks for the suggestion.

Based on reviews I have seen I wouldn't expect too much disruption from the RX 5500 unless they slap a $129 price tag on it or something.

It seems that there is no consumer version as of right now, only OEM's. I'd wait for the consumer version to get a better performance assessment, but seems to literally be a RX 580 replacement either way, plus or minus 3-4%.

I mean if it costs $150 it goes head to head with the 1650 super, within 3-4% margin, tends to be better in DX12 games and Vulkan vs 1060s which tends to outperform it in older DX11 engines and titles like Fortnite and in general unreal engine games.

Look for a RX 580 deal maybe, there are a bunch of decent 8GB cards for $159, or you could get a used one even cheaper.

What do you think about a 590 for $169 ( Newegg has a Gigabyte 590 deal)? Vs. waiting for the 1550 which should be $150 or less?

Looks like a decent deal on that 590, and it does have a good review. Usually I am hesitant on Gigabyte Radeon cards, but there are no bad reviews on this one yet.
