I tried plugging it in to the calculators online, but they seem to only have the 290x and not the 290.

I am planning to wait for the aftermarket cooler version of the 290.

The rest-

Samsung 840 EVO 256
Cpu- 4670k
ASrock z87 extreme 4 mobo
Corsair vengeance 8g ram
Dvd drive
windows 8.1
1tb regular 7200 hard drive

Keep in mind that I do not plan to upgrade. I will build a new pc in a few years.
I do play a lot of BF4, but aside from some mmos, the other games that I like to play are much less demanding.

Would 650 be enough?

I've got a similar rig I'm getting ready to build... I may do SLI but probably not... I typically go for a PSU with plenty of Overhead and "quaility"... Money is a driver, but not a heavy influence on selection.

Is a dual rail config what one would use for an SLI setup? What other options are there from single rail and what is the purpose of more than 1 rail?

What are the best brands? I'd assume PC Power and Cooling, Corsair, and Seasonic.

PC power and Cooling is now owned by OCZ
Corsair IS Seasonic.
I like SuperFlower :D and Enermax, too.
Dual-rail config is OK if it's only 2 rails and they're large.
Single rail is mo' bettah'.

People here have recommended 650 all the way up to 850 so far. Can we narrow it down a bit? : )

So you're planning to power one graphics card, and you do not need support for two cards? All you need is a unit with two PCIe connectors.

According to Guru3D's review of the R9 290: "On your average system the card requires you to have a 550 Watt power supply unit. [...] If you are going to overclock GPU or processor, then we do recommend you purchase something with some more stamina." Since your CPU is overclockable and the 290 should be quite easy to OC, it would make sense to get at least 600W.

Given how relatively high end your PC is, I would not settle for anything lower than an 80+ Gold unit. While efficiency doesn't really say anything about reliability, it is nice to have nonetheless. In addition to saving a bit of electricity, highly efficient units are quieter. At current newegg prices, I would recommend a Seasonic G650 $90 ($70 AR). I actually have the same unit in use myself, it's silent. In JonnyGuru's review, it was one of the highest performing units ever tested.

Shilka over at overclock.net is a good resource: http://www.overclock.net/t/1431929/psu-index-thread If you are only going to run one GPU and do only moderate OC then a solid 650W PSU is all you need

@schmuckley - Corsair is not Seasonic and the builder series of Corsair PSUs are not a good value buy

a) That's all well and good until next year when one wants to do a higher TDP build with x-fire/SLI and overclock;then 650w will not cut it.

b) ahh..hmm.The ones I'd consider buying are Seasonic: :) i.e. TX,AX,GS series.
