I'm a geographer and I consider Kentucky to be in the Deep South cultural region, as opposed to the general South which includes Southern Florida, Texas, Maryland, etc.

That's the whole point of freedom of speech. We don't need any laws that guarantee your right to do something that isn't threatened anyway. Freedom of unpopular speech is a critical part of a free country. This guy is obviously a dumbass, but he's got the same right to his opinion as anyone else, including stupid stickers.
