As it applies to LCD monitors, PWM is (usually) the cause of what is referred to as 'flicker'. It is widely used in LCDs and 'generally' not bothersome to most people, unless at low frequencies.

With CRTs it is low refresh rates that (usually) causes flicker and is probably considered more of a bother than PWM.
