Anti-Aliasing problem on 9700 Pro

I just installed my new 9700 Pro, and manually set all of the AA settings to max, and went to play some CS. Unfortunantly nothing is Anti-Aliased. Jaggies and shimmering pixels are everywhere, and it's driving me nuts. Is there some fix for this.

Also, is there a refresh lock fix for the ATI boards? I had a fix running for my old GF3ti200, but am stuck in 60hz with the Radeon.
