Why is the FBI continually saying that it most likely came from a domestic source? Do they not want to tell the American people what they really think or know?

I hate being cynical, but I strongly believe that the FBI knows exactly where it came from but they don't want to frighten the American people--from Iraq via al-Qaeda.

It supposedly domestic because the particular strain was only availible in US facilities iirc.

But IIRC, Iraq purchased a large supply of anthrax a long time ago from an U.S. company.
