I am looking to buy a new power supply for my:

Pentium 4 2.66 Ghz 533
1 Gb 333 MHz DDR Ram
GF4 Ti4600 128 MB
120 Gb Western Digital
Gigabyte SINXP Mobo (SiS655 chipset)

I am looking to buy a good quality, quiet (my current power supply is very very loud) reliable power supply.

This power supply, the Antec TruePowver 430w ATX :

Seems very good but abit pricey.

Is the price justified ?
 
I dont think you even need that much power for your system... take a look at Sparkle PSUs maybe a 300 or 350w should be plenty and less money.
 
So I get the feeling they are very good 🙂 Are they quiet aswell ? becasue my current fans noise is driving me mad.

They are pretty quiet, but you don't really need 430w. I'm using a TruePower 330 that draws a bit more juice than your setup and it's very stable.
 
How does one determine what watt power supply to get? I am also interested in an Antec TruePower 330/380/430 because I want a PS that runs quieter than my current Antec 350W PS (PP-352X).
 
it really depends on a lot of diffrent factors. Quality of PSU, Number of devices in the computer, Type of CPU being used, number of fans, All play a role in how much power you truely need. For a computer with 1 HD 1 CDRom, and a couple of fans, you can run that on a quality 250W PSU (I know this because I have done it, it was very stable till the PSU crapped out on me...)
