Antec Truepower 330W PSU- Question about fans

I recently installed an Antec Truepower 330W powersupply in my PC and was wondering if its normal for both fans in the unit itself to NOT be running at all, The manual mentions the fan RPM's being controlled by temprature but I havent noticed them come on at all even after being on for 2 days,the PSU itself is only warm to the touch but wanted to make sure this is Ok ,my pc case currently doesnt have a cover on it either (using a house fan for cooling, nice eh?) so maybe its just not getting hot enough? , Thanks in advance.

I have that same Power Supply, and yes, even in my sub-zero basement conditions the power supply fans are spinning. To my knowledge, the PSU fans run at a constant speed, however, the fans that are connected to the fan connectors on the PSU cables are the ones that are throttled. In your case, I recommend returning/RMA ing your PSU.
