Antec SX-1040B Fan swap results

As I posted before, my parents have a P-4 3.0 GHz Northwood computer in a Antec SX-1040B server case, and it was getting too loud to be comfortable being around it, so I suggested a fan/HSF swap. Got 2 AC fans today (AC Fan 8 and ACF8025) to replace the stock Antec fans, but the noise reduction wasn't all that great, so I unplugged all the case fans and listened to the HSF. Turns out that the stock Intel HSF is the major culprit, working rather loudly.

The HSF is the stock Intel unit included with the P4 3.0Ghz processor. It is very similar if not identical to this (Srry too lazy to open case and take pics):

Now, what is the quietest quality HSF (~$20)? out there for this setup? The computer will probably never see any OCing as it is on a D875PBZ mobo. Just need enough cooling to keep it running well @ stock speeds and also need the HSF to be very, very quiet.

yeah, I was looking at the AC Super Silencer 4 Ultra TC for $18.50 shipped at ZZF. Seems to be more than adequate for a stock processor.

that one might be a little tough to install though. is it on one of those proprietary mobos or is it a regular Skt 478 (in other words, is it a Dell?)

Looks like default mounting to me! Once you get that Silencer, use the stock sink as a paperweight (like I'm doing).
