Hi, I just purchased the antec TX640B Black MiniTower Case which has a SmartPower 2.0 power supply. Anyone has any experience with this?

The thing that is bothering me is that the external exhaust fan on the power doesn?t turn. I know that this smart thingy is supposed to start, stop and adjust its speed but since yesterday, I don?t see it turn. It only started to work maybe for several minutes and after that I never saw it turn again. Is this normal?
 
Yes its normal for that psu. The inner fan spins at startup pushing air through the psu and when the psu reaches a certain temp, the outer exhaust spins up creating the push-pull, which I have read is one of the most efficient ways to cool a psu.

One of the fans in my new SmartPower 2.0 unit is not spinning. Is that right?

YES! SmartPower 2.0 features Antec's unique Dual Fan Technology: the exhaust fan only starts to spin when the power supply reaches a certain temperature. The rest of the time it stays off for maximum quiet operation. (And don't worry about that, either: the second fan, inside the case, spins on power up for constant quiet ventilation.)
