Antec Smart Power 450W - Does the green to black trick turn it on??

My new Antec Smart PSU appears to be DOA. In the past whenever I test PSU's I jumper the power on pin (green) to GND (black).

This technique doesn't turn on this supply. With and without load (via an old HD).

I'm pretty sure it's DOA but just want to make sure there's nothing unique with this supply that renders this jumper technique ineffective.
