How do you guys feel about using an Antec Basiq VP450 PSU & Zalman CNPS5X Performa Cooler to support an i7-4770k + radeon 6850 not running OC.

Would this be sufficient power + cooling?

Other system components include:
Gigabyte Z87X-UD3H ATX motherboard
G.SKILL Ripjaws X Series 8GB DDR3 2133
TOSHIBA 3TB 7200 RPM Hdd
Sandisk 120gb SSD

yeah I used to run the VP-450 and it is a solid budget PSU, I was running my 2500k with a 6850 and had zero problems.

hardwaresecrets pulled like 550 watts out of that thing, and it was still operating at nearly 80+ efficiency.

If not overclocking, the stock cooler would be fine for the CPU.

The VP450 is sufficient and decent enough quality.

thanks guys. I did use a psu calculator, I think from ASUS's site and given my build it is saying I need 650w...seems very high

That's ridiculous. 650W is enough for two 6850's, even with overclocking. A single 6850 only consumes 120W.

Sometimes PSU calculators greatly overestimate the needed wattage but it's not always the case. I've found the extreme.outervision calculator to be quite accurate in its wattage recommendations. For your system, it recommends about 300W but only because it doesn't realize that 300W units typically lack a PCIe connector. But if you did have a high quality 300W unit actually capable of 300W continuous load and supplied with a PCIe connector, you'd be fine.
