Antec Aria - Power button doesn't turn off computer

Hey guys, I have a problem. The power button works in turning on the computer, but I can't seem to turn it off unless I boot into windows and tell it to shut down. I have the Chaintech 7NIL1 Nforce2 board (MATX). My reset button works fine.
 
Go into Windows control panel and select Power Options, advanced, and under power buttons, choose what you want to do.....

There should also be options for the power button in your mb bios under power management.

I tried changing it to 4 seconds instead of instant off and it does nothing. I still have the same problem.
 
I am not sure now...hmmmmm. Is the power button wire plugged correctly into the board? I can always shut down the machine outside of windows by holding the power button in until it powers off.

Yea, I tried switching it both way it can go and it makes no difference. Do you think its a grounding issue? I didn't put in the IO shield since it was giving me a lot of trouble
