Antec 303 power supply-spins up then down a lot

I understand the ps spools up then down depending on load but mine seems to go up then down quite a bit when first turned on. The ambient is quite cool, about 15-18c, and the fan settles down when it warms up. This is in an enlight 7237. I have another 303 in an sx830 that doesn't do this. Normal?
 
ya mine does it too, at the dorms it's a nice constant 70 and it's always spinning at 100% (a bit loud) but when I went home for winter break, the temperature at home varied a lot more and I noticed the fan tend do spin up and down frequently.
 
the problem is when the temperature is on the border line the fan tends to spin up and down repeatedly, and when the fan spins up it makes a lot of noise.
