Say I want to set up my own domain controller and all that AD stuff. Do I need a static IP so that I can create my own DNS server?

it is easier to have it with a static ip. you can still create the ms dns server with a dynamic ip, but it makes it a little more difficult for the clients to connect to it. Good rule of thumb, any server should use stactic ip

A domain controller has to have a static IP. I have a feeling you are talking about getting a static IP from your ISP...don't do that. Your external IP can be dynamic, just give the DC a static IP, like 192.168.1.10.

I see, ok, thank you. I appreciate the comments. I'm fairly new to this and I'm just beginning to dabble with servers.

If it's for your home network, investing in a router behind your cable/dsl/whatever connect is a good investment. That way you control the IPs for your local network, and your external IP is all in the court of your ISP. If you register a url with a service, you can always go with something like DNS2GO for dynamic DNS updates, and limited port mapping.
