No. Only you suffer the consequences of not wearing a seatbelt, and the state is not directly responsible for your safety. Tell em to take their fine and shove it.
Well, as long as he never intends to return to Minnesota, or where ever he got the ticket.

A friend of mine got into a little trouble with some podunk country bumpkin redneck sheriff's department down in Arkansas when he used to deal in surplus military vehicles. They cited him for speeding 10MPH over, it was a classic speed trap, failure to wear his seatbelt, and a few other things. He was a resident of Michigan so they made him drive to the court house to pay his fines immediately or request a hearing! He just asked if he could pay the fines. They said of course! He said 'I don't have that much money, I'll need to go to an ATM machine.'

They let him get in his car and drive to an ATM a few miles down the road. He didn't come back, hopped on the highway and made a break for the state line, which was only about 100 miles away. By the time they figured out he wasn't coming back, he was probably 50 miles down the interstate (i.e. long gone).

When I asked him what they could do, he said 'screw those redneck bastards, they can't do a thing unless I step foot in their backwards toothless state again. I wasn't planning on returning to Arkansas, anyway.'

Funny thing, he was a 4th year law student at Wayne State in Detroit at the time. :Q

Go to your state's dmv web site. In New York normally as long as you pay your out of state ticket you don't get points on your license. Bad things happen if you don't pay though.

[rant]As for not wearing your seatbelt. If you want to be stupid it's your choice. If I wasn't wearing a seatbelt twice now in my life I would be DEAD! They would be scraping my sorry ass off the pavement! It's not that hard, just make it part of the startup of your car. I start the car, put on my seatbelt, turn on the radar detector, stereo, and a/c or heat as my start up routine. I always do these and it's just habit for me. It takes me 2 seconds to put the seatbelt on, I don't even think about it.
If you want to kill yourself then just keep on not bothering to wear your seatbelt. That airbag isn't going to save you without a seatbelt on.[/rant]

Oh and yes if this was in person, yes I would keep calling you stupid to your face until you started always wearing your seatbelt. I don't know if you're married or have kids but if you do I'm sure they would like to see you live a full life.

even though u should always wear your seat belt while driving, how hard is it to slip it on after u stop and before the donut trooper reaches ur window

unless its broad daylight and he has sharp eyes and ur windows arent tinted
