The one big factor SCSI kicks ATA's ass is, its ability to access more than one drives simultaneously. SCSI drives also have better seek time. My 4y/o SCSI Quantum beats my brand new Quantum 40GB ATA.

There are 2 main properties of a hard drive that you will notice any changes in.
1) Access time - how long it takes to find the data and begin transfet to the system.
2) Transfer speed - how fast the data is transfered to the system.

Storagereview.com has a database where you can compare these values among different drives.

Yeah, it really depends on what aspects of performance you are looking for. If you want transfer speed, ATA100 and some SCSI drives may be fairly close.
But if you look at seek/access times...almost any recent (and some old) SCSI drives will whup ass vs. ATA100 drives.

And you will notice a bigger difference in seek/access times than you will in transfer rates.
