another reboot problem

My machine keeps randomly rebooting. I ran memtest and passed it. i uninstalled my video drivers and do not have any installed and still reboots. So i ran windows in safe mode to see if it would run and it also rebooted. i have a cheap power supply could that be the problem?
my voltage sensors say
cpu 1.49V
aux 1.76V
+3.3 3.25V
+5 4.92V
+12 11.98V
standby 4.95V

My temps are
cpu 15.5C
board 33.0C

I had omega drivers and thought they were the problem so i uninstalled and tried to install ati drivers but the will not install on my pc for some reason. So i have no drivers installed. So i dont know what is my problem. Any suggestions? If it is my power supply what are some top brands i should look in to?
 
Many will say its the cheap power supply. I would have disagreed with them but it looks like a bad power supply recently caused me a lot of headache (only 3 weeks old), and I'm becoming a believer in the idea that it's worth spending money on a good one. If you want to order online just go to newegg and read reviews. If you want to buy locally to get it right away and save on shipping you could try any local place or compusa.

this one to me earlier, on the cheap end of decent ones - which looks like just a lower wattage version of yours.

Bad PSU may not be your problem, but it's nice to take it out of the loop, and there is honestly no telling if a bad PS could give you issues down the line anyway. If mine really was the cause with my recent "system meltdown", then it's truly pathetic that a 3 week old 420 W power source running only a HD and two disc drives could die so quickly and easily and is a tribute to how crappy it was.
