wait a minute... potassium explodes in water, so all they are doing with this 'secret catalyst' based on chrome is most likely just slowing the reaction while some weird electrolysis is going on. Nothing ground breaking and certainly not "energy for free" when chemicals are being consumed in the process. I'm pretty sure you need to refill whatever supply of Potassium and water in this magic tube.
