yeah this is probably small time compared to what's actually going on

the only other scandal off the top of my head is that admiral? telling some cleanup company where a fleet was stopping next so they could gouge the navy

Scams like this have been going on as long as there have been huge budgets. In the past it has been used turbine blades being sold to the military as new. Lots of money and little oversight equals planes crashing.

If you think it's bad on the domestic front, in theater it gets a whole lot worse than that. The black market have made many clever enlisted/commissioned self-made entrepreneurs rich beyond their wildest dreams. Of course, I have no personal knowledge of such nefarious behavior. ;)

Navy doesn't seem to do to well with insider threats.

For example, John Walker sold Naval Communication codes to the Soviets for 17 years. And apparently, the Navy never had a clue.

My favourite John Walker quote came from his court martial when he said: "Kmart has better security than the US Navy."
