DPD has a police force of 300 officers to police a city of about 2 million people.

The reason you can overlook that much is because unless you are close it just looks like any other vegitation. as long as you cover it with trees on the edges it is camoflauged. This happens everywhere in the US (a lot in Hawaii) just since we do everything bigger in Texas this was a huge bust.
