I got my FSB up to 310x6 and didnt want to push it beyond. Now to see how high the chip can go.

When the guide says to see if the computer will boot when determining max HTT, did he mean boot to windows or boot to that screen i posted?

Yes you are correct. I got up to 305 booting up to windows and stop as i figured i prolly wouldnt need any higher than that. And if i did, i would test to see the limit.

An update. I got 2.6 at 1.5V(it seams to be the lowest my MOBO will offer). Tried 2.7 and 2.65 but both failed prme within 5 minutes. I really dont need much extra now.

On to memory testing. Is there a good memory tester other than memtest86 as i really dont want to do the whole boot up cd thing.

You can download SP2004 and do the blend of CPU and RAM testing, though not as good as memtest86, it's there 😛
