Another Ebay Problem

I bought a boy scout shirt for my little brother on ebay about 10 days ago and I paid using paypal by clicking the pay now button on the top of the auction page the day ofter the auction ended.(~$20).
The next day I got an email from the seller saying that she had received an email from paypal saying that she had received the payment for the item, but it came to her personal email address, not the one she uses for paypal. She also said that although it is her email address the name on the account is not her's.
She contacted paypal and they told her to tell me that the payment should be "unclaimed" and I could cancel it. I went into my account and the payment shows up as "completed". I called paypal and they said that means the money is in the other person's account and I can't cancel it.

So, what is going on?
Did someone make a paypal account using her email address and then take the money?

What should I do now?
I emailed and told her to call paypal again and see if it is maybe she had an account under her other address and just forgot about it.
I doubt she did that because it has a different name and the payment shows up as completed.

file a "item not received" dispute with paypal, get money back.

Ok, I'll wait until the seller tries to contact paypal again and if that doesn't go anywhere thats what I'll do.
Does that show up in her feedback b/c she really didn't do anything, and I still do want to buy the shirt from her. I just need to get that $20 bucks back before I send $20 to her other account.
