The buyer won the auction fair and square.

The dealer should swallow the cost for their cock-up and sell the car to the winning buyer based on the final bid.

(I agree with other posters; I very much doubt its was a bug in eBay, which caused the reserve to be removed. The dealer is looking for an excuse to back out of the deal).
 
That's a nice looking car, awesome color combo. I'm not sure if I'd pay $44k for it, but at $29k it's a steal. Hopefully this dealership gets owned.
