Another news site said it ran out of fuel while the pilot and passengers were trying to escape to a better life in Russia. I would figure that members of the military in NK would enjoy a somewhat better life than the average person in that country, but I guess the possibility of escaping that is enough to risk them slaying your entire family that you leave behind to get out.
The aircraft came down in Liaoning province on Tuesday, prompting reports by South Korea's Yonhap news agency and Chinese Internet speculation that it was a North Korean military aircraft flown by a pilot trying to flee the poor and isolated country.
