Correct. Excerpt from Northcutt:

Lawrence Phillips isn't currently a Darwin candidate, but let's face it, he will be someday. He's almost certain to find an early grave and will more than likely be the cause of his own death, even if it's something as simple as getting his criminal ass shot. Let's call him a Darwin-in-waiting.
