I'm trying to Citate the following website
TSA

I used the both the Citation Machine and the Easybib and get the following

Citation Machine
"Federal Flight Deck Officer Overview." Transportation Security Administration. 16 Dec. 2005 http://www.tsa.gov/public/interapp/edit...torial_multi_image_with_table_0208.xml.

Easybib
"Federal Flight Deck Officer Overview." Transportation Security Administration. U.S. Department of Homeland Security. 11 Dec. 2005 http://www.tsa.gov/public/interapp/edit...torial_multi_image_with_table_0208.xml.

When I took my paper for help today at the writing center, the person that helped me told me this format was wrong and that the "Transportation Security Administration" should be first.. what do you guys think?
