Are you sure those contacts were required? When I applied for my top secret security clearance to work in nuclear power plants my foreign business contacts/relationships were not required.

I have never filled out a top secret security clearance document ever. So i dunno..

There might be different forms depending on your work.

If the artilce is correct he was supposed to disclose all contacts with foreign government officials over the last 7 years. He apparently omitted dozens of meetings, including ones with the the Russian ambassador to the U.S and the head of Russia’s state-owned Vnesheconombank. According to his lawyer, he just "forgot."

I've always had to, regardless of level.

The company's lawyer advised me what I needed to disclose and I worked with many representatives of foreign state owned companies. Business related contacts were not required.

Every SF86 I've filled out has required you to list foreign contacts. Period. Not even specific to state representatives. Neighbor down the street from RSA? List it. Play golf with a Brit? List it. The point of the questions is for you to open your soul to the point you prove yourself trustworthy. ANY omission or facts left out are a huge red flag. At best, you're a forgetful nincompoop. At worst, you're trying to skirt something. Either way isn't exactly encouraging in someone you're supposed to be trusting with high level secrets.

This stinks to high heaven.
