anonymous file hosting network?

hello all,
i'm not sure i'm asking in the right place but you people seem to know your stuff so i'll ask anyway!

several months ago while web surfing for info on safeweb and triangleboy i came across a website which offered programs and info about a new 'intranet' which was similar to a P2P network. essentially one installed a provided program and allocated a portion of your PC's storage to this proposed network.

the principle behind it was that this 'network' was totally diss-associated with the individual hosters, therefore data could be posted on to it with availability to all, but no-one could remove it because no-one had adminastritive rights over this 'network'.
information that was popular and regularly accessed would remain available, while information that was not wanted would slip down a table until it became obsolete and thus got deleted.

it therefore had massive implications for free speech (and also abuse!), and thus was the cause of my interest. in theory you could be hosting material with which you disagreed (or found repugnent), but you would never know the material was residing on your PC!

the website stated that it was less interested in storage space than it was in users donating bandwidth, particularly those with 24/7 connections. it provided client software for windows and linux software on the website.

now heres the question:
i cannot now remember the name of the website, of this putative 'networks' name, or whether it still exists!

does anyone know what i'm talking about as i can no longer find any reference to it anywhere?
