I am thinking of building this system

GIGABYTE GA-H55N-USB3 LGA 1156
Intel i7 860 [95 Watts] - Gigabyte shows it supports up to Core™ i7-875K 95watts
LIAN LI PC-Q08A
600 watt PSU

Can this mobo support this? What about overclocking?

Yes it will support the 860, don't know well it overclocks. I'd recommend looking for reviews.

Check carefully on the max wattage your CPU socket can support for ITX mobos. Going over that is asking for a fried mobo.

The Gigabyte board is probably the current overclocking champ for socket 1156 mini ITX. I've seen reported clock speeds that my DFI board can't touch. Now, of course this board has only been out since earlier this year and I don't know how many of those 4.5GHz overclocks will remain stable in the future, but that's just the risks inherent in overclocking. Oh yeah, and I think those huge overclocks might be with dual cores (i3/i5) and not necessarily the true quads.
