Annoying Windows XP pop-up balloon

I am using an IOGEAR KVM switcher and on my home computer I get an annoying Windows XP pop-up balloon: "USB Device Unknown. Please click here to fix."

My work computer does not have this message and I was wondering if any one knows how to turn it off on my home computer.
