Annoying Steering wheel rattling...Honda Accord

Let me get the facts out first:

98 Accord
Sympton did not appear until the dealership replaced the ignition switch.

Well, for what it's worth, this is what I've gone through...

So far I've diassembled everything on the steering wheel, opened up the steering column cover to check any loose parts. One thing I found out is that if I push my leg against the steering wheel (assuming you are on the driver's seat), the steering wheel gives way to a bit of slack. I check my bro's car, his of course doesn't do that, so I suspect this is the cause for rattling.

I tried to tighten up the center locking bolt (attach steering wheel to steering column) behind the airbag. When it's really tighten up, there is no rattling at all, but after a few miles of driving and making a few turns, the steering wheel rattles again. The way I understand how steering works is that the bolt turns with the steering wheel, a 1:1 ratio I suppose, the bolt shouldn't become loose as to give way to rattling. I am very baffled now, the bolt looks fine to me...not stripped or anything. Any idea where I should start looking?
