annoying problem with Xigmatek 120mm fan

Hey all

I have a strange and annoying little problem with one of my brand new xigmatek XLF-F1253 120mm Fans. I bought 2 recently on amazon cause they were only $8 shipped each to replace my antec tricools. Well I have been running my GA-EP45-UDR3 board with auto voltage fan control which keeps all the fans silent at 800RPM. However I wanted to get better airflow so I turned off voltage control so they would both run at full 1500RPM.

Well the cpu fan is running at 1500RPM but the forward fan is still at 800RPM? I don't get it if I turned voltage control off they should both be in the 1400-1500rpm range cause that's what these fans are rated for and they're identical. I have the cpu fan plugged into the cpufan header and the other one plugged into sysfan2.

Any ideas? Could the fan possibly be defective or is my board throttling it down even though auto control is off?

this is very odd. I plugged the forward fan into the PWR_FAN header instead of SYS2_FAN and what do you know it's running at full 1500RPM. Maybe there's something about the SYS2_FAN thats not letting it put out full voltage, it could be faulty in some way. But oh well, I have no problem with plugging it into PWR_FAN header. If anyone has any other thoughts let me know, inexplicable problems annoy me... But I don't think I'll lose any sleep over it.

UPDATE: However now when i turn auto voltage control on in the Bios the forward fan hooked up to the PWR_FAN header doesn't work. It stays at 1500RPM while the CPU fan goes to 600-800RPM. So it's like the exact opposite problem. It would be much nicer if I had direct control over the fans and I could set them to say 1000-1200 RPM. Anyone know a decent program that I could achieve this in? I know about speedfan but I could never get it to work correctly. Although I haven't tried it since I got this intel system, the voltage control on my old AMD board I had before this never worked right. I do have a couple Zalman Fan Mates but I hate to use them cause of the excess of wires, I like to keep a clean case. And they just seem inefficient.
