annoying issue with video..

Any time I load or Exit a game, I get a 2 second freeze, and at the end of the freeze, the screen blinks and I hear a quick crackle from the speakers during that blink, then everything is normal....

This same issue is also present when i alt tab in AND out of games, this is Extreemmmly annoying, and I never had this problem with my Radeon 9800 pro, everything was instant.

I formatted and installed a new X1900 XT, and now i have this issue..

does any one have ANY idea as to what might be causing this??
