How do they make statements declaring a winner if a candidate is only winning by say..5%, and only 65% of the votes are in? Can't the 35% of the remaining votes change that 5%?

They have rooms full of people who caculate these things...

They are "experts" at figuring stuff like this out, don't you remember the 2000 election?
