Android Yahoo mail app issue

Hi, I have the yahoo mail app on my Galaxy s3 with 4.3 and on a cheap android 4.4.2 tablet.

The app is not the same on both devices. On my phone on the upper right there are 3 icons that indicate mail, news, and local info. I can switch to either in the app. On my tablet the yahoo mail app does not have this, its just mail. If i download the "yahoo" app, not the mail app, it just has the news and local.

Why is the yahoo mail app on my phone different from the one on my tablet?
They are both the same version yahoo mail app, checked version numbers.
 
No one has any idea how an app could look different on a phone than on a tablet? Do apps format for which device they are installed on? Seems odd for features to not be available on a format they would be even more suited for...
