There is a new app by tateisu called Crop Wallpaper that lets you use the entire image as the wallpaper.

"It does have the option to crop if you want to, but what is the most awesome feature is the "Overall" Button.
It lets you select the entire Image and then automaticly formats it to fit your screen."

I'll have to try it out. Normally I just make my own wallpapers by finding something I like, then cropping and resizing it to 960x800 to move to my phone. If I find a wallpaper with a vertical orientation that I like, I have to give it large black bars on either side to pad it out to 960x800, then disable wallpaper scrolling. This sounds like it'll cut out some steps.

Oh, and it's amazing how many people don't realize that Android phones need wallpapers that are 2x the horizontal resolution of their screen. If you have a 480x800 screen, you need a 960x800 wallpaper. Can't just stick a 480x800 image on there because of the scrolling.
