Turbo chargers are 3 amps output?

You have to be more specific because every OEM brands their fast charging differently. More fundamentally, the charging mechanism is defined by the USB as hardware rather than Android as OS. Default for USB 2.0 is 500 mA, and USB 3.0 900 mA. From there, every OEMs have different implementations for a fast charging mechanism. Check out the following article for a brief explanation.
