I think that T-Mobile is the only big carrier in the US that doesn't charge extra for tethering. For Mango on T-Mobile, you can either wait for Nokia, see which phone they ship over here, or the HTC HD7.

For Android... I hear Samsung has good ones.

T-Mobile has the HTC HD7, HTC Radar, and Nokia Lumia 710. With my old HD7, I was able to use WiFi tethering without any additional fees.

My palm pixi plus on verizon has 5gb free per month, I picked it up for ~$50 on the bay. I think the palm pre has the same deal but for both of those you need to already be grandfathered into the unlimited plan.

any phone with stock android (Galaxy Nexus!) will allow you to tether on tmobile with no fees.

i could also tether with my stock sensation on tmobile and they didn't charge me anything extra.
