Android latest update?

My kids both have Galaxy S9 phones I bought used separately on Ebay & Swappa and both activated on TMobile. Not sure which was unlocked or whatever or if it matters. Only one of them recently was pushed an update to the latest version so now it has Android 10 and security update February 1, 2020. The other phone no matter how many times I check for a software update is stuck on Android 9 and security update November 1, 2019. Why is this? The only other difference shown is the one still on Android 9 shows Hardware version REV1.1 while the other doesn't show any Hardware version under About phone.

My own S8+ is still Android 9 but at least it's on security update February 1, 2020.

Even the S9 Wiki says the OS should be on Android 10 (while S8+ is on Android 9).

My phone is supposed to have the latest OS immediately for another year or more.
It doesnt, and I dont care. To be honest I have not been impressed with new Android versions since the early years, when they actually fixed lots of problems and added genuinely good features.

My wife and I both have Galaxy S9 phones, bought from and used with T-Mobile. We just got the latest update 3 or 4 days ago.

Our oldest son also has a S9, which I bought unlocked from the Microsoft Store, and it is still waiting for the update. From what I've read, unlocked phones typically get the updates after the carrier-based phones do. So that could be the difference you are seeing.
