Android KitKat multi-line text selection is BROKEN.

I finally figured out Android's text selection widget. It doesn't handle multi-line correctly. Why is it so broken? It's like that on both of my KitKat tablets. Every time I attempt to do a multi-line select that crosses a paragraph boundary, it unhelpfully resets the selection to the entire text box.
