On tablets that are approx 1 yr old, how can you update to jelleybean? Reason being is I would like to buy the Acer A200 from a friend, but have no clue how to obtain jelley bean. My friend say I have to wait for acer to release it. If they release it......

Don't buy the Acer A200. There are better devices available today.
But, to answer your question, you have to wait for the manufacturer and/or carrier(if there's mobile data) to release the update. If you want to keep your warranty intact and remain official, thats how you do it. As I understand it, Acer has cut support for the A200 as well, so it'll never see an official JB update. Results may vary with rooting and custom roms.
You can pick up a Nexus 10 for 399, which will always be running the very latest Android versions for a good while. There's also the Asus TF300, which is Tegra 3 based but can be found for close to 300 in places. The new Sony Xperia tablet is also quite nice, though more pricey.
