I've connected at 4800 once, and this is with a v.90 modem. I've never seen IRC lag that much consistantly without being timed out.
 
we get 600KB/sec ....four times fast then a T1 at 150KB/sec download...but only 60KB/sec upload at work. Now we may want to go get a T1 or T3 because we have more than a handful of vpn tunnels of the various companies we keep buying. What's the current average price (including local loop charges) for a T1 and a T3.

btw, 9Kbps isn't too shabby...just turn off your graphics and you'd be shocked at just how fast that is. Just like the old BBS days...text wasn't too shabby seeing in come on the screen.
