SALT LAKE CITY (AP) ? Utah and the U.S. Census Bureau have agreed to a quick trial on the state's challenge of the national count.

The agreement, struck Friday, means Utah's case claiming that its population was undercounted will skip two preliminary hearings and go to a three-judge federal panel in mid-March.

The state claims it was denied a fourth seat in the U.S. House of Representatives because the bureau did not count more than 10,000 Mormon missionaries serving overseas.

Instead, the seat went to North Carolina based on its count of military and federal employees working abroad. North Carolina's edged Utah for the last slot by 856 residents.

Under census rules, Mormon missionaries are counted the same as college students. If they are serving in the United States, they are counted in the state they are serving. If they are abroad, they are not counted.

They arent serving the country, so they don't get counted, rules are rules. What a waste of taxpayer money.

It's unfortunate in this case (since these people are overseas doing a lot of good work), but them's the rules, and I don't see any compelling reason to change them for the sake of one group of people.
