My school district prides it's self on on spending less per head than the state average. The state average in Texas is about 7K annually - my school's is about 5K annually. Now at first thought you might think to yourself, wow, they can do it for less, then you realize how crappy things are here and wonder where the extra money goes. Where does the money go? And I wonder....
