Analog Vid Capture -- best settings?

So, I finally got around to reinstalling my vid capture card (ELSA Gloria Synergy--8MB PCI, s-vid in/out) on one of my systems. I'm having trouble w/ capture rates/settings, so I'm looking for input.

System Info:
K6-300, 80 MB RAM (SIMMS), IDE HD (OS), SCSI HD (?5400 RPM, w/ ISA adaptec controller) for vid capture, Win98, using MainActor for capture. I've also used a network server for HD space, with fair results--

Settings:
Size: 320x240
Format: YVU9-9bit
Audio: 8000Hz, 16 bit, stereo
FPS: 30

Source:
Sony Hi-8 camcorder, S-VHS cable to card, sound being captured by the sound card.
Tape: Kids/family, no hifi audio here.

Goals:
I want to capture the video so I can edit it, and put it out to either VCD or VHS tape, for sending to distant relatives.

Issues/Problems:
What size would be the best match for NTSC output for the above formats?
What about format?
What about FPS?
Prob: I'm getting a lot of frame-drops at higher settings, so I'm looking for the right combination to minimize frame-drop problems.

Next Issues:
I'm sure I'll have some issues burning it to VCD, but I'll worry about that when I get to it, and after looking at VCDhelp.com

It seems fine to me. Of course, you could lower the framerate (regular tv is about 27 and I do not hear anyone complaining. You could try mpeg, but I don't know how well that would look tranfered to a tape. VCDs are Mpeg so it would look identical.
 
I'd check out Vcdhelp because they have stuff about capturing too. But that machine is pretty far down there as far as editing any kind of video goes, so I don't know what kind of quality you'll be able to squeeze out of it.

Oly crap, gawd help you on this one, I had trouble with my old K6-450. Even my Duron 900 with 128 megs of ram was bearable. 30 FPS I don't think so try 15 at best.

can you not capture to divx or mpeg instead ?

audio won't matter capture at 44Hz
 
Hey, I did upgrade this system 😉😱 (from a P-120)

I'll try dropping the frame-rates...I tried not to use the mpeg1, since it apeared to get even worse (CPU cycles doing compression??)
I was going to do capture on my server, w/ 512 and dual PPros, but the card doesn't have any capture software in the drivers for W2K, and I really didn't want to rebuild the server as NT. I guess I might have to go and do a real upgrade....
