An O.S. without a CPU

Hmm. Since the time of Windows 95 and the Pentium cpu there has always been a new Intel cpu developed specifically for the newly introduced O.S.

Windows 8 seems to have broken this paradign.
 
I have never heard of a CPU being developed for an OS.

I mean, Windows XP 64-bit was released to support AMD64, but that's kind of the other way around.
 
You're a bit off, chief. The Pentium was introduced in 1993, nearly a year after Windows 3.1 and nearly 2 years before Windows 95. The next design out of Intel (and I use the term loosely) was the Pentium MMX in 1996.

Anyhow, whenever CPU and OS releases line up it's purely accidental. Intel produces CPUs on their own schedule, and Microsoft certainly doesn't hold back OSes for Intel CPUs.

There is a chip which was designed for Windows 8, Windows 8 just came out too late.
It's called Atom.
