Would work, bullets expensive.. but you could buy bullets at firing ranges for like pricelikeitisnow cheap but you could not take extra bullets away with you.

but still... it only takes 1 gun and 1 bullet to kill someone

Why? I know many police officers who prefer to buy their own ammuntion, and you're suggesting they go broke trying to serve the public?
