I doubt I'm the first person to think of this, but why not have a blank ballot? Don't list any candidates, just list the positions available!
Make everyone write the names in. This would insure that the democratic process isn't diluted by those who just go to the ballot and check boxes because they're there. A few local positions I didn't vote for at all because I had no idea about the candidates and where they stood such as the Soil Conservation position, or some such thing. I didn't feel that I was qualified, or had the right, to just vote for a random cadidate. If enough people did pick randomly, it could screw the more qualified candidate out of a position they might have legitimately taken if it hadn't been for people playing eeny-meeny-miny-mo.
It just seems to me that this would force people to be more enlightened about who they're voting for.
