or least they soon will be since they are painting their house neon aqua. It looks like crap and its a big house, part brick, part wood siding. I want to go ask them wtf is wrong with them.

I don't have a problem with them painting it whatever color they want, unless they're my neighbors .
Would you really want to live next to a neon colored house that blinded you whenever you looked at it?
I know a heck of a lot of people wouldn't which would make it that much harder for me to sell my home in the future.

Yes, exactly. ITS an eyesore. Painful to gaze upon. Of course, they won't have to look at it since they are inside all the time.
